The person on the other side of my little cubby wall leaves his cell on pleasure mode directly on his desk. So randomly, my desk starts vibrating. This is odd.

Install a buzzer under his desk with a remote that you can click yourself. Randomly buzz him and make him pick up his phone when in fact there is no message or call. Then chuckle. Repeat.
