Messages or e-newsletters like that have different "senders" (check the "show details" box in the header) When you allow for images to be shown by that sender, it just allows for THAT PARTICULAR SENDER. Not all the other "senders". A little confusing maybe but yes VERY frustrating. Gmail doesnt have an option to turn that off either for security reasons. - Manny

It's not sender (or newsletter) specific. This is an issue in Gmail which they've known about for nearly a month. Go to Gmail's known issues page (http://sn.im/ihxk5), look for "'Always display images' doesn't stick " and click the report button to add your voice.
